Designing a leave policy for an Indian company: accrual, carry-forward and encashment
A workable leave policy defines each leave type once — how it accrues, whether it carries forward, whether it can be encashed and who approves it — and applies the same rules to everyone in a grade. The rules must be specific enough for software to enforce and for payroll to price.
Start with the leave types
Most Indian companies run some combination of casual leave, sick leave, earned or privilege leave, maternity and paternity leave, and compensatory off. State Shops and Establishments Acts set minimums that differ by state, so check the rules for each state you operate in rather than copying another company’s policy.
Decide how each type accrues
- Annual grant: the full quota is credited at the start of the year. Simple, but generous for people who leave early in the year.
- Monthly accrual: a fixed amount is credited each month, so balances grow through the year and joiners accrue only from their joining month.
- Worked-days accrual: leave is earned per days worked, common for earned leave.
Whichever you choose, write down what happens to a joiner mid-year (pro-rata) and to a leaver (is unearned leave recovered?). These two cases create most disputes.
Carry-forward and encashment
Set a carry-forward cap per type and an expiry for what carries. Where leave can be encashed, say when — at year end, on exit, or both — and at what rate, typically basic salary divided by 30. Encashment feeds payroll and the final settlement, so the rate has to be unambiguous.
Approval and request rules
- Who approves, and what escalates if they do not act within the SLA.
- Whether requests may overlap or be back-dated, and by how many days.
- How weekends and holidays inside a leave range are counted.
- What happens when a request would cross the leave year boundary.
- What a paid leave type does when the balance is insufficient: reject, or convert the shortfall to loss of pay.
Make it enforceable
A policy that lives in a PDF depends on managers remembering it. Put it in the system: balances accrue automatically, requests that break a rule are rejected with a clear reason, and loss-of-pay days flow straight into payroll so statutory deductions are computed on wages actually payable.
Frequently asked questions
What is the difference between casual leave and earned leave?
Casual leave covers short, unplanned absences and usually does not carry forward. Earned (privilege) leave accrues with service, often carries forward within a cap and may be encashable.
How should leave accrue for mid-year joiners?
Pro-rata from the joining month. Monthly accrual does this naturally; an annual grant needs an explicit pro-rating rule.
How is leave encashment calculated?
Commonly as encashable days × (monthly basic salary ÷ 30). Your policy should state the divisor and which leave types are encashable.
