EPF wage ceiling raised to ₹25,000: what employers must change in payroll

The EPFO statutory wage ceiling rose from ₹15,000 to ₹25,000 a month with effect from 17 September 2026 (notification S.O. 5109(E)). Employees with PF wages up to ₹25,000 must now be covered under EPF, EPS and EDLI, and contributions are calculated on wages up to the new ceiling. September 2026 is a split month: each part is capped at the ceiling in force for those days.

What changed

The wage ceiling — the maximum monthly wage counted for mandatory EPF, EPS and EDLI coverage — had been ₹15,000 since September 2014. It is now ₹25,000 per month with effect from 17 September 2026. It applies to all three: the provident fund, the pension scheme and the insurance scheme.

Who is affected

  • Employees with PF wages above ₹15,000 and up to ₹25,000, who were previously outside mandatory coverage, must now be enrolled.
  • Existing members whose wages exceed ₹15,000 but who were contributing on ₹15,000 now contribute on their actual wages up to ₹25,000.
  • Existing EPF members in the ₹15,000–₹25,000 range who were not in the pension scheme become EPS members from 17 September 2026.
  • Employees already contributing on wages above ₹25,000 are not required to reduce their contribution because of the change.

Contribution rates (unchanged)

The employee contributes 12% of PF wages. The employer also contributes 12%: 8.33% to the pension scheme (EPS) and 3.67% to the provident fund. EDLI contribution is 0.5% and administration charges are 0.5%, with a minimum administration charge of ₹500 a month per establishment that has at least one contributing member. EPS membership is available only to employees whose wages on joining, or on the date the new ceiling took effect, do not exceed the ceiling.

What it costs: examples from October 2026

EPFO’s FAQs give these monthly figures for full months from October 2026 (employee EPF 12%, employer EPS 8.33%, employer EPF 3.67%):

  • PF wages ₹10,000: employee ₹1,200; employer EPS ₹833; employer EPF ₹367.
  • PF wages ₹20,000: employee ₹2,400; employer EPS ₹1,666; employer EPF ₹734.
  • PF wages ₹25,000: employee ₹3,000; employer EPS ₹2,083; employer EPF ₹917.
  • PF wages ₹35,000 (above the ceiling): employee ₹3,000; no EPS; employer EPF ₹3,000 at 12%.

September 2026: a split month

For the September 2026 wage month, contributions are calculated separately for the two periods in a single ECR: up to 16 September under the ₹15,000 ceiling and from 17 September under the ₹25,000 ceiling, each pro-rated by days. EPFO’s example: an existing member earning ₹20,000 and contributing on the ₹15,000 cap has EPF wages of ₹15,000 × 16/30 + ₹20,000 × 14/30 = ₹17,333.33 for September, so the employee contribution is ₹2,080. The September return was due by 15 October 2026.

Take-home pay and CTC

Where the extra employee contribution for September could not be deducted in that month’s payroll, EPFO’s FAQs say the employer may recover it in the next payroll cycle without seeking approval — but the ECR and the full remittance for September must still be filed and paid on time. EPFO also states that the employer’s statutory contribution cannot simply be treated as an employee deduction by calling it part of CTC.

Payroll checklist

  1. Update the PF wage ceiling to ₹25,000 effective 17 September 2026, and keep the old ₹15,000 for earlier periods so past runs stay correct.
  2. Identify every employee with PF wages between ₹15,000 and ₹25,000 and enrol them, including in EPS where applicable.
  3. Recalculate September 2026 as a split month and check the ECR before filing.
  4. Review salary structures and offer letters that assume the ₹15,000 ceiling.
  5. Tell employees what their take-home will be before the October payroll.

Figures are from EPFO’s published FAQs on the revision of the statutory wage ceiling. Rates, ceilings and procedures can be revised again by notification — confirm against the EPFO website before filing.
